Daily Herald Endorses Jack Tatooles for Re-Election!

Inverness' biggest initiative in years is looming, with its brand-new police force set to take over on May 1. The village is also embarking on a major roadwork program. So it's in residents' best interest to see that the leader who spearheaded these initiatives, Village President John "Jack" Tatooles, be kept in office during this critical time.

Letter to Inverness, IL

Dear Neighbor:

We are all facing challenging times today. Fortunately, the Village of Inverness remains in a solid financial position, having just been awarded a “AAA” rating from Standard and Poors—the highest possible rating. We have strong financial reserves, and a solid Village Board of Trustees who have joined me in working to preserve and protect our Village’s quality of life.

These are also exciting times. Beginning May 1 of this year, we shift from contracted services with the Barrington police department into our own, dedicated Inverness Police Department. This is the result of dramatically-escalating fees from Barrington; the good news is our new Inverness police department provides our Village with autonomy, increased police coverage, and a savings of millions of dollars.

In a low interest rate environment, your Village Board has also chosen to accelerate our roads improvement program through the issuance of a $10 million municipal bond funding, allowing for virtually all the roads in town to be redone in a single year instead of over 15 years. This will result in a lower overall—and annual--cost to the Village.

There’s a lot going on…yet Inverness continues to enjoy one of the lowest tax rates in all of Cook County, while improving our Village services.

I am running for re-election as your Mayor because I enjoy what I do, and believe we have many important projects ahead that require experience, leadership and continuity. I am proud to enjoy the support of the entire Village Board of Trustees, as well as many civic leaders, and I would be honored to earn your vote as well. I feel strongly that, with all that is going on, continuity in direction and leadership is important to our Village.

Biography

Now serving his third term as Inverness Mayor, Jack Tatooles is an attorney with offices in Inverness. Her served two combat tours of duty with Fleet Marine Forces in Vietnam and was awarded seven medals for his military service.

Jack Tatooles has served Administrative Aide to the Illinois Attorney General, Assistant States Attorney for Cook County, Advisor to the Board of Directors of several major corporations, President of the Inverness Hills Homeowners Association, and a member of the Inverness Blue Ribbon Fire Committee.

Since being elected Mayor, Jack is proud of the team of Village residents who continue to serve with him on various Boards and Commissions. Jack also enjoys a unique distinction: he has never missed a single Village Board meeting in his 12 years as Inverness Mayor. Among his proudest accomplishments is the completion of the Inverness Veterans Memorial, 100% funded by private donations. In addition, he has worked to return tax dollars to Inverness through state grants that completely funded Village entrance signs and obtained nearly $700,000 in grants—completely funding the construction of the Village Annex, which will soon house the Village of Inverness Police Department.

Under Jack Tatooles’ leadership as Mayor, Inverness was recently award an unconditional “AAA” rating from Standard and Poors—the highest possible rating. Inverness tax rate remains among the lowest in Cook County, and the Village continues to maintain strong reserves and financial strength.

An Inverness resident since 1985, Jack has been married for 40 years to Doris Tatooles and has three grown children and two grandchildren.

Accomplishments

1997-2009

• Establishment of the Inverness Police Department which will result in dramatic savings in tax dollars as well as being able to provide enhanced services to residents.

• Enrolled as a member of Northwest Central Dispatch Center that will enhance police communications and provide inoperability of communications with surrounding police departments and fire departments.

• Major village-wide roads and drainage program for 2009-2010 that will result in the re-surfacing and improvement to all Village roadways without increasing taxes.

• Issuance of Municipal Revenue Bonds to pay for the 2009-2010 Road Program.

• Obtained a AAA Bond Rating from Standard & Poor which reflects the Village’s strong financial condition and sound governmental operations.

• For twelve consecutive years Inverness enjoys one of the lowest tax rate in all of Cook County.

• The Village has consistently operated within its budget and since 1997 actual expenditures have averaged 13% less than the approved annual budget.

• Substantially increased Roads and Drainage work that has significantly reduced flooding issues (Tripled).

• Doubled police protection in the Village enhancing Community Policing.

• Construction of the Inverness Veterans Memorial funded by private donations.

• Maintained the residential character of the community.

• Maintained substantial financial reserves and enjoy fiscal stability.

• Replacement of all street signs village-wide funded by State Grants.

• Replacement of warning sirens throughout the Village funded by State Grants.

• Successfully defeated the expansion of roads passing through Inverness as a member of the Barrington Traffic Advisory Committee (Rt. 59 by-pass).

• Installation of Village entryway signs (5).

• Applied for and received various grants for Village projects (approx $750,000).

• Support and financial contributions to the Palatine Rural Fire District.

• Construction of the Village Annex Building to house engineering, building department and police sub-station.

• Intersection improvements and reconfiguration of Baldwin/Roselle, Palatine/Roselle and Ela/Palatine roads.

• Maintained a resident friendly service community.

• Successfully fought commercial development within the Village and on its borders in cooperation with surrounding communities.

• Entered into inter-governmental agreements to provide water and sewer services to portions of the Village.

• Co-operated with and financially supported the Village Park District and various Village associations and organizations.

Issues

This is an important time for the Village of Inverness. As a
fully-developed residential community, protecting the lifestyle residents have
enjoyed is a top priority.

  • Implementation
    of a new, dedicated Village of Inverness Police Department. After many
    years of purchasing contracted police services from Barrington,
    dramatically escalating costs resulted in a unanimous decision from the
    entire Village Board to start our own Police Department, slated to begin
    operation May 1 of this year. In the first few years, even after start up
    costs, the new Inverness Police Department will provide expanded and
    improved police coverage—with Inverness control and autonomy--while
    saving Village taxpayers millions of dollars. With this switchover
    occurring only a few weeks after this April’s election, this is hardly the
    time to “switch engines over the Atlantic.” As an attorney as well as
    Mayor, Jack Tatooles is equipped to handle the challenges of this new
    Police Department from its first day of operation.
  • Accelerated
    roads improvement program. Based on the Village’s “AAA” Standard and Poors
    bond rating—the highest possible—the Inverness Village Board
    unanimously voted and obtained a $9.5 million bond issue at a highly
    favorable interest rate that will allow for virtually all Inverness roads
    to be upgraded in two years instead of the 15 year cycle in years past.
    The result is a lower annual expense and a lower annual tax burden to
    Inverness taxpayers, while dramatically improving our roads.
  • Experience.  Jack Tatooles is proud to have
    never missed a single Village Board meeting in his 12 years as Inverness
    Mayor. He has attended hundreds of additional meetings, and his ability to
    work with others on Village Boards has been an important part of
    Inverness’ development. Clearly, these are important, challenging times
    for any community. In stark contrast to Jack’s involvement in the Village,
    his opponent acknowledges  to
    not having attended a single Village Board meeting in more than 12 years,
    let alone serving on a single Board, Commission or Committee for the
    Village. In these unique times, with a new Police Department and Roads
    Bond Program beginning only weeks after election day, Inverness needs
    continuity in leadership and experience.

Because leadership and experience matter…now, more than

ever…Jack Tatooles has earned our support and our vote.
